The Black Sea Economic Cooperation Highway Network (BSEC) 

On June 25, 1992 in İstanbul the Summit Declaration on  the Black Sea Economic Cooperation (BSEC) was signed among Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Turkey and Ukraine. The main purpose of the cooperation is to create the necessary ground for the development of transport network in the region.

Being aware of the fact that the role of  the Black Sea region both in world politics and in global economy will increase in the twenty-first century and hoping to transform the BSEC into a regional economic organization,  the Charter of the Organization of BSEC was presented to be signed  in the Yalta Summit on 5 June 1998. According to the Charter of the Organization of the Black Sea Economic Cooperation, a step was taken up to transform the Organization of BSEC into an organization which has international legal identity, and  transport was accepted as one of the co-operation areas. Within this scope an action plan was prepared and pointed out that the necessity of the construction of a highway network that will ensure economic and cultural integration of different regions and provide regular transportation. The total length of BSEC highway in our country is 4,472 km.  

The decision to put into effect the Memorandum of Understanding was prepared with the aim of facilitating of transport on highways of the member countries of the Organization of BSEC, in 2003 during the Turkish BSEC Chairmanship-in-Office. Action Plan of the Organization of BSEC was developed during the Turkish Chairmanship-in-Office of the Organization of BSEC. Aforementioned plan has aimed at making improvements in all transport modes, ensuring environmentally sensitive transport, and providing harmony in transport in the countries of the Organization of BSEC.

In accordance with the paragraph 42 of the Report of the Transport Working Group of the Organization of BSEC which convened on 13-14 March, 2006 in Bucharest, the Draft Memorandum of Understanding on the Formation of the  Black Sea Ring Highway was prepared by the Ministry of Transport of the Russian Federation.

Turkey aims at forming a new link between east and west through the Black Sea Ring Highway. For this reason, the transformation of two-lane highways to the highway routes which meet higher standard was planned, and highway sections which were completed opened to traffic. Furthermore, this corridor connects Turkey's arterial road network to the Black Sea countries and the Caucasus and via the Caspian Sea by ferry-boat service to Central Asia and the Far East.

The Memorandum of Understanding for the Coordinated Development of the Black Sea Ring Highway was signed on April 19, 2007 in Belgrade. The Steering Committee of  the Black Sea Ring Highway was established to develop the Black Sea Ring Highway coordinately. The Memorandum of Understanding on the Coordinated Development of the Black Sea Ring Highway came into force as of 21 March 2011.

The Black Sea Ring Highway (BSRH) passing through our country is complemented by the main road axis which is 1.683 km and two connecting roads which provide connections to the Mediterranean and the Aegean ports are 1.242 km in lenght .
